To shake the dust off one’s feet was a sign that the Apostle regarded those people who refused the Prophetic Word of Jesus Messiah are likewise defiled and unworthy of further instruction. They are cursed and so is their land. The import for the foot implies that these people are incapable of pleasing God through a life of works if not first through the teaching of prophetic wisdom embodied and fulfilled in Christ.
